recession時 一般來講工作都會變的比較難找=>經濟不景氣 $$難賺
但這種情況不會發生在 the availability of teaching jobs at government-funded schools(那些找教書的人身上)

WHY?

題目回答: 因為國家贊助public schools
原因是: (上面blue字)

我的想法是
此提重點在我用顏色的地方
因為
recession通常會帶來 jobs are harder to get
但是因為政府 和free charege
反而有更多學生
而在
current student-teacher ratios not be exceeded
的條件下
就會需要更多老師
所以
