我選B...可是後來看一看 應該是與題目平行的資訊
可是答案 C 我看不懂
既然suburbs 的稅比 downtown的低很多
那麼政府減稅 也不見得吸引人進駐 不是嗎?

思路點: 政府 減稅來吸引企業到downtown
threaten: 減稅無效

答案(B) downtown的辦公大樓有較高的空屋率 (比suburb)-->不痛不癢的論述

答案(c) suburb的稅比downtown的稅明顯的低很多(稅越低越好),所以downtown既使降稅,依然比suburb高~,故suburb依然較吸引人!!-->故達到threaten效果!!

(c)正確

比起郊區, 市鎮中心的空房率目前較高. 這相當程度的說明了文章中興建辦公大樓的反意.
但是, 不構具有說服力, 因為很可能因為奇他真正跟獲利有關的問題沒有被解決, 才是真正影響商人要不要來的原因, 空屋率很高, 繼續興建固然不是很好的事, 但文章也只是說have several buildings .. 擠兼辦公大樓而已, 不是很關鍵的推論, 試問, 若真正的問題沒有被解決, 是不是多蓋幾間辦公大樓又豈會大大的影響專案計畫的成功與否? 假若真正稅務問題被解決, 多蓋與少蓋也不會是重點.
舉實例 : 假若台灣的空屋率過高, 政府繼續蓋房, 會阻礙台灣空屋率的值續飆高, 因此繼續蓋房的政策錯誤.
不如說, 台灣政治因素兩岸開放受限以及條例上的限制, 無法引進大量的非台籍境外人士萊台工作租房或投資, 包含個人與商業或工廠, 導致經濟節節敗退, 空房率依舊很高.

所以我個人認為, 真正對專案成敗有關係的, 應該要是最核心跟賺錢獲利或成本有關的issue, 而不是表面的漣漪(例如空屋率, 甚至只能說是結果, 而不是主因).

考試的時候, 遇到像這樣的抉選題, 時間很短, 不能做花很多時間思考, 必須 要挑一個最有效的答案.
空屋率vacancy rate => 兩相權衡, 到底是空屋率過高導致大家不來投資? 還是稅制?? 應該沒有傷人惠因為空屋率過高而不來投資吧?
稅制高低 tax rate => 很明顯, 稅制比較吸引人的答案, 更具備商人不願意來的因子長相.
(C) The local tax rates in Villieu's suburbs are significantly lower than downtown Villieu's proposed rate for businesses that lease space in the new office buildings.
郊區的稅率比起市鎮中心所提出的稅率還要低很多.
(D) Most of the businesses that currently lease office space in downtown Villieu also lease office space in Villieu's suburbs.
兩邊都租房子無關
(E) With the new office buildings, downtown Villieu would have a greater amount of modern office space than any other downtown business district in the region.

小弟有個疑問, 答案C是明顯正確沒錯, 但是我也懷疑過D.
如果大部份(most of)的商家在兩邊都有租房的話. 那麼就達不到把suburbs的商家吸引回downtown的目的啦!
因為他們兩邊都租房子了. 不是嗎?

這個論點不知道是否有什麼缺漏, 請各位幫忙解惑, 謝謝.

" threatens the plan's likelihood of success" 我認為是要針對這個plan作反駁 重點應在這plan的"tax"上
