請問要怎麼判斷 that is expected...exploration是非必要的子句呢?

根據"句意", 這裡的關係子句 需要"非限定"的用法,
因此 必須加上comma(,) 再將that改為which.

至於何時要用限定或非限定呢?
要靠句意的理解, 或是參考任何的文法!

這個選項就我理解的解釋是:A newly development jumbo rocket有兩個優點,一個是可以裝載比較重的裝備,二是成本較低...這樣的解讀有錯嗎?這個選項為什麼不能選?

關於 (E) 選項錯誤有兩個主要地方：
1. 比較要硬梆梆。就是主詞-主詞，動詞-動詞，原本(E)選項的架構應該是：
A newly developed jumbo rocket will be able to deliver a heavier load of instruments into orbit than the space shuttle can (deliver a heavier load of instruments into orbit) and to cost less. (省略CAN，錯誤)
2. to cost less 改變句意。變成A newly developed jumbo rocket will be able to deliver...and (a newly developed jumbo rocket will be able) to cost less. 但是原題卻是陳述deliver較重的裝備這件事情會cost less. 不是rocket本身cost less.
所以原題解構應該是：
A newly developed jumbo rocket will be able to deliver a heavier load of instruments into orbit .... and (a newly developed jumbo rocket will be able to deliver ....) at a lower cost.

2. 限定跟非限定是個說來話長.....
非限定形容詞子句：
1. 省略不改句意
2. 主要功能在補充說明
3. 前後要加comma, 用which 不用that
限定形容詞子句：
1. 前後不打comma
2. 翻譯時 有"的"的意思，可用that
重要不重要應該是看這句話在整個題意中的腳色，所以要看句意。
本題中"被期待帶領美國進入太空探險的下一階段" 僅是對rocket的進一步描述，即使刪除了，也不影響整題題意....重點是deliver......and at a lower cost.

這句話會變成：能夠運送比space shuttle 重的instruments

如果在space shuttle後面加個'can' ，才會是jumbo rocket 跟space shuttle比較，而這樣才符合句意....
