我是直接代數字進去算...
1)假設16x=1(因為x>0,所以16x>0，從1開始), x=0.06...
16x=2, x=0.125
不用再算了，因為這裡的十分位有等於0也有不等於0的,not sufficient
2)一樣從8x=1開始，x=0.125
也不用再算了，因為之後的x一定比0.125大，十分位更不可能等於0,
所以x的十分位一定不等於0, sufficient

所以答案B
