Neither stronger ethics regulation nor stronger enforcement mechanisms are necessary to ensure ethical behavior by companies doing business with this department.We already have a code of ethics that companies doing business with this departments are urged to abidy by(遵守), ande virtually all of these companies have agree to follow it. We also know that the code is revevant to the current business envirnment because it was approved within the last year, and in direct response to specific violations committed by companies with which we were then working-not in abstract anticipation of potential violation, as so many such codes are.
政府部門領導所寫備忘錄的摘錄：
我們既不需要更強的道德規範也不需要更強的強制機制來確保和部門做生意的公司的道德行爲。我們已經有了和這個部門做生意的公司必須遵守的道德準則，而事實上所有這些公司也同意遵循這些準則。我們也知道準則和當前的經濟環境相關，因爲它是去年制定的，而且對隨後我們的工作中遇到的公司違例情況有直接的反應。這和很多對潛在違例進行抽象的預期的準則是不同的。

The following is an except from a memo written by the head of a governmental department.

Neither stronger ethics regulation nor stronger enforcement mechanisms are necessary to ensure ethical behavior by companies doing business with this department. We already have a code of ethics that companies doing business with this departments are urged to abide by(遵守), and virtually all of these companies have agree to follow it. We also know that the code is relevant to the current business environment because it was approved within the last year, and in direct response to specific violations committed by companies with which we were then working─ not in abstract anticipation of potential violation, as so many such codes are.

確保（和政府部門做生意的）公司的道德行為，更強的道德規範和執行機制是不必要的。我們已經有道德規範，此準則是企業和政府部門做生意被要求要遵守的。事實上，所有的公司同意遵守此準則。我們也知道此準則是攸關於現在的企業環境，因為此準則是在去年被認可的且此準則回應公司犯下的違反。這些準則不是理論上的預測潛在的違反行為，像其他準則一樣→就是說此準則在編的時候有納入實際的被違反的行為，其他準則是包含理論上會被違反的行為
