[問題]請教一個有關say, think的用法

有一個問題困擾許久, 就是我在看時代解讀時, 常看到這樣的句子:

Pandang's mayor Fauzi Bahar [says] his administration [is taking] steps to prepare the city's population for a tsunami; including classroom drills for students and the distribution of leaflets showing the location of places of refuge such as tall buildings.

很多時侯我都看到say, think後又加一個動詞, 為什麼呢?
這裡的文法規則是什麼?
