想請問一題Issue題目的意思

不好意思 我不曉得題號是多少 ><
我八月底的時候考了gmat,那時候遇到了這題issue題目
完全不懂他想表達的到底是什麼
果然成績出來writing部份就很慘...
事情過了這麼久 我還是不知道那題到底在講什麼
才突然想到可以上來問問大家
請問有人知道可以替我解答一下嗎? 謝謝大家!!!!!!

很明顯地，政府有責任支持藝術。但是，如果希望這個支援產生任何價值，政府必須對他所支持的藝術所產生出來的作品不加限制

我在想這個論點應該是說，如果政府希望藝術品可以帶來價值，那他就不應該限制任何形式的藝術，需任其自由蓬勃發展。
