我知道其他選項無法反駁原文所以選D,但不太懂D選項的意思~麻煩各位達人解惑下~謝謝!

題目意思就不贅述

當收費要不要增加還沒確定的時候, 就有約20%的通勤者換到另外一條稍微較長但已被改善的替代道路去
由此可推論那如果一但確定要收費, 就很有可能不會有人走Highway, 那TTA的目的也就無法達成 !!
