有時og寫的也是這樣模擬兩可.. 讓人看了也很討厭..

撤消管制之前，私人+商業是混著用的，所以航管局還會去控制這些飛機使用跑道的用量
撤消管制之後，私人+商業仍是混著用，但是航管不管了，這些飛機可以隨選用一個跑道來起飛降落了，所以才會讓航空站擁擠的狀況上升了25%. 所以為了要抑制這種狀況，文章就提出了一個方案，先來控管商業班機的量。
而(B)的答案，只是再把那25%的狀況再說了一次，看不出什麼地方可以doubt.
