在本題中主要的推論在於"當電信設備廣泛被使用時,一個國家比較難壓迫他的人民"

所以A選和B選的差異在
A只有提到說會有更多的電信設備進入S國,但作何用途,如何減少壓迫...並沒有被提到

但B就有描述到這些電信設備不會只給官員用...也就是大眾都可以使用
在B成立下,則本題的推論才可成立
所以B會比較好
