若計算所有的停車場，其實是夠用的。Business Representative等於是說明了停車場包含公有的跟其餘的。

但第二段BR提出其實位置是足夠的.

既然問題是要求support這個GO的立論, 那就必須找出1] 司機不遵守law 以及 2]休息區不夠 這兩者之間的關聯.
一二段合起來可以導出一個結論就是 : 雖然總體的休息區數量夠多, 但沿著highways旁邊的休息站可能不夠多, 其他都比較遠
