根據題意，政府增加對老人的補助，但卻忽略通膨的影響，問為何此補助無法使他們的生活更加改善？

考量到通膨的因素，所以我選到了c，因為通膨的關係，雖然補助上升，但是物價上升，相形之下他們購買能力並無提升。是否購買力與生活改善無關呢？

答案是E,我看CD的討論，"這些老人的子女通常會給老人生活補貼，但剛剛夠他們生活舒適。言下之義，當政府補助提高後，子女的補貼相應減少，仍使老人們生活剛剛夠舒適，所以no better off financially。"
這不會有點兒過度延伸，且主觀推論政府補助提高後，子女的補貼相應減少，還麻煩大大解惑，謝謝。

我的看法相同....但切入角度不同...不太喜歡紅色部分解釋切入點...

這樣說好了...supplement在這裡是"補足"的意思....

答案E隨意亂舉例如下:

假設基本生活每人每期須1000元(因不考慮通膨...所以每年不變)
政府原補助500元...這樣兒女就要"補足"500元...死老頭實拿一千元...
政府補助增加20%變600元....兒女"補足"400元...死老頭仍實拿一千元...

這樣子...當然就沒有better off financially ....

補助款增加時恰逢貧窮的老人人數創新高
因此20%增加的補助款無法使老人生活更富裕

是每個65歲以上的老人都能分到20%增加的補助款 還是所有老人一起分攤20%的補助款
如果是前者 也許可以選E 因為D變成無關選項 人數增加不會影響每人分攤的金額
如果是後者 D應該比較好吧
但是題目只說"all Runagians" 所以我傾向選D
