不知道E是不是可以還原成:
at speeds (which are) much higher than are
其中which are 省略
than 可以看作是關代,代替speeds
降子才能推導出後面的are~~

(一開始做題目的時候,根本沒想到要放be動詞,無奈幾乎每個選項都有be動詞)

我覺得這題應該是 telephone lines at speeds much higher than are currently possibile.
regular telephone lines at speeds比現在的telephone lines 快
所以用than是主格可以明確得表達比較的對像是telephone line(只是速度不一樣!!)
不知道這樣對不對....

選項（Ｅ）要還原的話，我比較傾向antimissle所說的，不過我覺得應該用restrictive的that而非non-restrictive的which：
