個人意見

(D) 是have reduce .......and made 平衡

(E) 用are making 就沒有辦法表示一直持續到現在的事了

除了平衡之外, 我覺得D 還有一個地方不好

因為用and 連接, 使few peopele 亦為第二句的主詞, 還原以後變成
"that few people have significantly reduced the amount of driving they do and few people are not making fuel efficiency a priority when shopping for cars"

整句的意思是"... 很少人減少開車的里程數, 且很少人有把省油當成購車時的重要條件
如果真要表達上面這句話的意思, 我認為第二句話裡面的 not 該拿掉,
不然 "很少人不把省油當成購車時的重要條件", 負負得正就跟原義悖離了
