這題我查了一些資料...以下是我的結論....

OG:less是名詞,lower是形容詞
陳菱芷:less than 是習慣放在數字前面的副詞
Longman字典: less 有三種詞性:1.副詞 2.介詞 3.限定詞,代名詞
本題用法屬於第3種的用法, 是加在數字前面的限定詞

另外,我也查了amount to 的用法,其中有一種即是amount to + 數字
而且並沒有amount to a sum 的這種用法

至於lower,他是形容詞,他可以形容位置,程度,甚至是"數字"(EX.溫度)的高低,但並沒有說它可以擺在數字的前面修飾

因此,我的結論是....管他less是什麼詞,名詞也好,副詞也好,限定詞也罷,總之, 套句陳菱芷的話: less than 是經常出現在數字前面的 東東(其他像more than, up to, almost......)

簡單一點說，less 是講數字的，lower是講程度上的，數字就是用less，至於251，形容很多的數字，則是優先使用greater....
