CD上關於選項B錯的解釋如下:
我觉得so high that从句是不能独立存在于raising分词结构里的. 可以参考OG205的D为什么错.
although从句是independent clause, 不能独立存在, 必须有一个dependent clause.
即He is happy although he has no money是完整的, 而being happy although he has no money是错误的. 所以OG205说although不能存在于一个介词结构中.
同理, so ... that后面的that从句应该也不能单独存在与一个分词短语里.

我想補充一下...
這題我的解法是從語意來著手..
B C選項 The city has proposed a number of water treatment and conservation projects at a cost raising...... 有扭曲語意的意思
at a cost可以看成是修飾propose這個動詞, rasing 則修飾cost
意思是說這個城市以***成本(代價)來propose****

ps. at the cost of 指以什麼代價犧牲
