1.句子不平衡 as後面沒有V.
2.原句我覺得不是機構間的比較
而是動詞間的比較 charge...under 8000
還有charge over 16000.....

省略句省略的部份是必須可以放回原處(也就是共用相同的名詞的時候)(動作不可省)
<比較的對象>
須注意，到底是什麼和什麼比較 ( 年代互相比較、主詞互相比較、動作互相比較)

由於本題共用"independent institutions of higher education "再加上charge確定了主詞是相同的
因此可確認是在比較charge under 8000 v.s charge over 16000 (彼此差3倍)
那共用的主詞因此可以省略！！
所以答案(d)囉！

(D) 感覺比較沒問題
(E) 這句比較有主詞有動詞,如果主詞寫出來,動詞不能省略,不然不知道和誰比. those (因為後面沒有動詞)可以是 institutions 或 fees.

不好意思借題順便請問一下幾個as much as 後面的as準關代的問題。
到底是代those 還是those who(those which)呢？
ex1.Never before had taxpayers confronted as many changes at once as they confronted in the Tax Reform Act of 1986.
後面的as = those = changes 嗎？

ex2.OG 132.
According ... eight million people, as many as are enrolled in the nation's four-year colleges and universities.
as = "those who" = people who?
還是單純的people省略，as在這邊不做準關代用？
因為這是同位語，應該是一個名詞，所以原句應該是為as many as "those who" are enrolled ....
而非as many as "those" are enrolled ....這樣就變句子啦

187.In ..., four times as many Americans were killed as would later be killed on the beaches of Normandy during D-Day.
這題也是一樣的疑問，as = those =Americans 還是單純Americans省略，因為如果像ex1 as只代 those就不通啦

ex4. PP1-77
Scientists ...have therefore concluded that the planet's crust harbors up to three times as much water as previously thought.
(= water that scientists)
that是因為做受詞省略嗎，scientists是因為重覆省略，所以as只代water，也就是跟ex1,3一樣？

我的問題是，有的人說as後面省略了重覆的名詞，有的人則說as代替了這些名詞，是哪些case是省略，哪些case是代替呢？
還是其實是同意的，我覺得這兩個不太一樣，是不是當
those who的情況(如ex 2)，只是單純的省略掉名詞(people)，因為作準關代代不到那個who，只帶those。
而those的情況，就是作準關代用(如ex)

小弟文法沒有很扎實，還請多指教！
