有個地方我想不透, rule(v) + that 不是應該接原形動詞, 何以這裡需要whould?
還是rule不能算是命令類的動詞勒~~~

這裡的rule明明是名詞，沒有命令的意義。
用would我覺得只有一種解釋，就是subjunctive mood,
其他我覺得樓上dibert8跟 FIG都解釋的很好了

或許是因為 ensure means to make certain that it happens, 與 must 在語意上已有重覆, dibert 大大才說是畫蛇添足～

這題之所以用 would, 最簡單的解釋就是－主要子句用過去式．
